Unified Planning Work Program (UPWP)

Metropolitan planning organizations develop Unified Planning Work Programs to make use of federal funds for transportation planning. 

NYMTC’s approach to developing its work program is built on its mission and the shared vision of its members as presented in the Regional Transportation Plan. These key touchstones define and guide NYMTC’s transportation planning process, along with the national planning emphasis areas specified by federal regulations. 


NYMTC’s work program is developed annually. It defines the planning priorities in the 10-county planning area and describes all federally-funded transportation-related planning activities anticipated within a given program year. Its successful completion each year enables federal funding assistance to undertake planning activities by NYMTC’s staff and its members

The Plan and the UPWP

NYMTC’s Regional Transportation Plan serves as a foundation for the annually-developed work program. It defines planning priorities in the region and describes all transportation-related planning activities anticipated within a program year.
