Public Comment Period Opens for the Draft Conformity Determination
A draft Transportation Conformity Determination has been released for public review on October 3, 2019. This determination ensures that transportation projects and programs in the Federal Fiscal Years 2020-2024 Transportation Improvement Program (TIP) and the Regional Transportation Plan (Plan 2045) are consistent with the air quality goals set by the New York State Implementation Plan for Air Quality in relation to these nonattainment and maintenance areas.
This draft Transportation Conformity Determination has been necessitated by the pending adoption of a new Regional Transportation Plan by the Orange County Transportation Council (OCTC), which impacts both the New York-Northern New Jersey-Long Island, NY-NJ-CT Fine Particulate Matter (PM2.5) Maintenance Area and the Poughkeepsie, New York Ozone Nonattainment Area, both of which include parts of NYMTC’s planning area. The draft Conformity Determination, which can be accessed through the following links, provides the relevant emissions forecasting on the part of NYMTC, OCTC and the Dutchess County Transportation Council to demonstrate conformity with the motor vehicle emissions budgets for these two areas put forth in the New York State Implementation Plan for Air Quality.
