Self-certification is a required element of New York’s State Transportation Improvement Program (STIP). All MPOs, concurrent with the submittal of the entire proposed TIP to FHWA and FTA as part of STIP approval, certify at least every four years that the metropolitan transportation planning process is being carried out in accordance with all applicable federal planning requirements (23 CFR 450.334). MPOs’ signed self-certification resolutions become part of the Appendices to the STIP. The narrative written in support of the resolution (responding to NYSDOT checklist questions) is not a federal requirement but is requested by NYSDOT as background documentation for MPO action on self-certification. TMA MPOs do not have to self-certify if they are undergoing the federal certification process at the time new TIPs and the STIP are being developed.
