Regional Transportation Plan - Moving Forward 2055

The Regional Transportation Plan (or Plan) is a federally-required planning product that lays out the region’s long-term transportation needs and desires over a minimum 20-year time frame. 

Updated every four years, the Plan is a blueprint that helps guide federal funding of investments in the NYMTC planning area based on Council members’ vision for the region and is developed collaboratively with members, agencies, other stakeholders and the public.  The Plan covers all modes of surface transportation from a regional perspective including highways, streets, public transportation, bicycle and pedestrian facilities, goods movement and special needs transportation. In addition, it addresses key transportation activities such as operations and management of the transportation system, safety, security and regional finances.

Regional Transportation Plan,

The New York Metropolitan Transportation Council (NYMTC) has its current Regional Transportation Plan titled Moving Forward 2055, Connecting Communities, Creating Opportunities. Moving Forward 2055 is NYMTC’s long-range transportation plan to improve access, safety, and efficiency across all modes of surface transportation in the region. The Plan covers all modes of ground transportation, including highways, roads and bridges, streets, rail and bus transit, bicycle and pedestrian facilities, movement of goods, and special needs transportation. Updated every four years, the Plan is a blueprint that helps support sustainable growth and guide federal funding for transportation investment in the region. 

This Plan was developed collaboratively with NYMTC member agencies, other stakeholders, and members of the public. The Plan was adopted by NYMTC Council on September 5, 2025.
