NYMTC seeks to incorporate the principles of Environmental Justice (EJ) into its policies and its planning and programming activities in order to identify and address disproportionately high and adverse human health or environmental effects of these activities on minority and low-income populations.

The Executive Order is intended to promote nondiscrimination in federal programs that affect human health and the environment, as well as provide minority and low-income communities access to public information and public participation.

Executive Order 12898 - Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations - was issued by President Clinton in 1994. Its purpose is to focus federal attention on the environmental and human health effects of federal actions on minority and low-income populations with the goal of achieving environmental protection for all communities.

EJ and the Regional Transportation Plan

NYMTC undertakes an Environmental Justice and Title VI Assessment in the development of the Plan to ensure that the benefits and burdens of strategic regional transportation investments are not disproportionately affecting minority and low-income populations. This assessment is an appendix to the Plan.

Moving Forward: Appendix D

Appendix D of Moving Forward describes the assessment and includes an overview of federal requirements and specifically how NYMTC incorporates EJ and Title VI considerations into its planning process.
