Funding Programs

The federal legislation which authorizes funding for transportation improvements throughout the country, defines a number of funding programs for specific purposes.

Federal planning regulation require NYMTC to manage the solicitation of and competitive selection of projects proposals for several of these funding programs. Once a project is selected for funding, federal reimbursement of its costs is administered through either the Federal Highway Administration (FHWA) or Federal Transit Administration (FTA), depending on the specific funding program. Each of the funding programs has its own set of specific requirements and guidelines, which are considered during the solicitation and selection process.

NYMTC manages project selection for the following federal programs:

  • Congestion Mitigation/Air Quality Improvement Program (CMAQ)
  • Transportation Alternatives Program (TAP)
  • Section 5310 - Enhanced Mobility of Seniors and Individuals with Disabilities Program

Other Funding Programs

​A number of other funding programs are also authorized in the current federal legislation for improvement projects on roadways, bridges, and transit. Although project selection responsibilities vary for each of these programs, ultimately all transportation projects funded federally in the NYMTC planning area must have a basis in NYMTC’s Regional Transportation Plan (the Plan) and appear on NYMTC’s Transportation Improvement Program (TIP) in order to be eligible for federal reimbursement.
