Launched in February 2002, the Long Island Sound Waterborne Transportation Plan project (Waterborne Plan) is exploring the potential for expanding the use of the Long Island Sound and its tributaries for waterborne passenger and freight transportation. Jointly sponsored by three Metropolitan Planning Organizations (MPOs), the New York Metropolitan Transportation Council (NYMTC), the Greater Bridgeport Regional Planning Agency (GBRPA) and the Southwestern Regional Planning Agency (SWRPA), the project will develop a plan for waterborne transportation for Long Island Sound for the 2002-2025 time period.

With the input of residents, businesses, local governments and others, this regional planning study will make a comprehensive assessment of existing Long Island Sound ferry routes, marine facilities, marinas and harbors. After a thorough review of existing conditions and a careful evaluation of potential alternatives, the Plan will identify strategies through which ferries can handle a greater share of the region's transportation demand and offer increased emergency response capability.
