Task 1: Comprehensive Literature Review
This activity is intended to summarize the key findings of relevant
research and publications related to the topic of emerging transportation
technology from different countries (including U.S.) that can
address NYMTC goals. Three major areas will be reviewed: (i) congestion
reduction and management; (ii) safety and security systems and
(iii) air quality improvement and environmental impact mitigation.
As part of this literature review, a taxonomy will be developed
for the classification of different emerging technology that are
relevant to NYMTC goals. This literature review will also identify
the different pros and cons of current technology. In addition,
different assessment techniques used in literature will be summarized
as part of this work.
Task 1: Comprehensive Literature Review
This memo contains a comprehensive research report that summarizes previous research and literature review related to the emerging transportation technology from different countries. The report summarizes the major findings from Task 1 of the project which is a comprehensive literature review emerging transportation technologies. The review covered three broad NYMTC goals of (i) congestion reduction and management, (ii) safety and security systems, and (iii) air quality improvement and environmental impact mitigation. Both national as well as international studies have been included.

Task 2: Initial List of Emerging Technologies
In this task, a comprehensive, initial list of emerging technologies
to improve transportation systems will be prepared. The technologies
will primarily cover surface transportation but other modes will
also be covered in this initial list. The emerging technologies
are broadly classified into the following three categories: a)
Congestion reduction and management technology, b) Safety and
security systems, c) Air quality improvement and environmental
impact mitigation.
Task 2: Initial List of Emerging Technologies
This task contains initial list of comprehensive emerging technologies to improve transportation systems. Emerging technology was classified under the following categories based on the development stage of the technology:
- Technology that is already developed and implemented elsewhere but has not yet been adopted in the NYC region.
- Technology that has been prototyped but has seen limited to no real implementation.
- Technology that is still at the conceptual stage.
Task 3: Screening of Emerging Technologies
In this task, the technologies identified in task 2 are screened
based on preliminary criteria that include: a) relevance to NYMTC,
and b) subjective estimate of economic and technical feasibility
(with the input from the project oversight committee) over the
next twenty years. The research team will involve members from
NYMTC regional transportation plan members, NYSDOT, and other
academic institutions to evaluate the emerging technologies. The
screening process will be a two-stage process where in the first
stage the most appropriate goals of NYMTC will be screened, and
in the second stage the technologies useful for achieving the
goals will be screened.
Task 3: Screening of Emerging Technologies
This technical memorandum
has details on all technologies, the decision-making process,
and collated responses from the NYMTC members.
Task 4: ShortList of Likely Technologies
A short list of most likely technologies will be prepared based
on the inputs from experts in Task 3. Detailed quantitative and
qualitative information for each of the short listed technologies
will be gathered to assess its potential impact on the supply
of and demand for transportation. In addition, a comprehensive
definition of shortlisted technologies will be performed to include
hardware, software, process, programs and methods as well as best
future practices that could exploit the shortlisted technologies.
Task 4: ShortList of Likely Technologies
This technical memorandum
describes details of the requested information.
Task 5: Assessment of Short Listed Technologies
A detailed assessment of the short listed technologies will be
carried out. Extensive input from NYMTC and NYSDOT members will
be sought to aid in the assessment process. The methodology of
assessment will vary for each technology based on the factors
identified in proposal such as fixed cost, economic feasibility,
relevance to NYS and consistency with NYMTC goals.
Deliverables: A technical memorandum
summarizing the methodologies of assessment and the results of
the assessment of the short listed technologies by all experts.
Task 5: Assessment of ShortListed Technologies
Task 6: Metropolitan Planning Workshop to
release findings.
To disseminate this work, the research team will conduct a half day workshop towards the end of the project. This will be conducted after obtaining feedback from the project oversight committee and preparing a final report of Tasks 1-5. The most likely technologies and their impacts will be discussed in this workshop. A short summary of the work will be documented for different audiences – transportation professionals, NYMTC staff and the media. A presentation will be prepared for the general public. In addition, input and feedback will be solicited on the list of technologies.
Deliverables: A half day workshop

Final Report
Upon completion of the investigation, the project team will proceed
to write the final report. This comprehensive document will contain
the descriptions of the work done, results obtained and key findings.
This document will be sent to NYMTC for review and comment. Upon
receiving the NYMTC project oversight committee’s comments,
the project team will finalize the report which will be sent to
NYMTC for distribution.
