5316 - Job Access Reverse Commute

Getting to work can often be a daunting challenge for people with low incomes. They are far less likely to own a car than persons with higher incomes, and public transit cannot always get them to where the jobs are. For single parents and persons with disabilities, the added burdens of scarce child care and inaccessible transit can further complicate the journey to work. Job Access Reverse Commute (JARC) is a Federal formula based government program administered by the Federal Transit Administration, designed to help welfare recipients and low income individuals travel to job opportunities, job training, and other employment-related services, and to address reverse commuting needs.

In November 2011, the New York Metropolitan Transportation Council (NYMTC) and the New York State Department of Transportation (NYSDOT) will conduct a solicitation for project proposals in the NYMTC region for funding under the Job Access Reverse Commute (JARC) Program. Projects selected must address transportation gaps and or barriers identified in the locally developed Coordinated Public Transit-Human Services Transportation Plan as noted above. Eligible applicants include private non-for profit organizations, state and local governments /authorities and operators of public transportation services. Applicants should note that this is a reimbursement program. Successful applicants are required to pay all project expenses first, and then apply for reimbursement through the designated recipient. The programs fund up to 80% of capital costs or 50% of operating costs for approved projects, with the remaining match provided by the provider. NYMTC will host a series of workshops in November and December 2011, to provide guidance to agencies and organizations interested in applying for funding under the JARC and New Freedom Programs.
