In November 2011, the New York Metropolitan Transportation Council (NYMTC) and the New York State Department of Transportation (NYSDOT) will conduct a solicitation for project proposals in the NYMTC region for funding under the New Freedom Program. Projects selected must address transportation gaps and or barriers identified in the locally developed Coordinated Public Transit-Human Services Transportation Plan as noted above. Eligible applicants include private non-for profit organizations, state and local governments /authorities and operators of public transportation services. Project proposers should note that these FTA programs are reimbursement programs. Selected project proposers will be required to pay all project expenses first, and then apply for reimbursement through the designated recipient. The programs fund up to 80% of capital costs or 50% of operating costs for approved projects, with the remaining match provided by the applicant. NYMTC will host a series of workshops in November and December 2011, to provide guidance to agencies and organizations interested in applying for funding under the JARC and New Freedom Programs.
