The Greening of Route 347
Route 347 is the major arterial east-west roadway along the north shore of Suffolk County, picking up where the Northern State Parkway ends. Characterized by an abundance of strip malls, residential development and curb cuts, the NYSDOT has been grappling with how a suburban roadway can accommodate commuters, transit, pedestrians and bicyclists, and work with the many stakeholders in the community. NYSDOT has crafted a design aimed at environmental sustainability and consensus, a design that will soon be awarded a Vision Long Island Smart Growth award for 2010. Heather Sporn, Senior Policy Advisor and Mark Bocamazo, Regional Design Engineer for the NYSDOT, discuss the evolution of the project's development.

Recycling Railroad Rights-of-Way
SPEAKER: James Greller, Hudson County Improvement Authority PRESENTATION: Abandoned and little used railroad rights-of-way need to be preserved for potential reuse opportunities. In New Jersey, for example, these rights-of-way are being used to create a light rail network in Hudson, Essex and Bergen counties. In 2000, the Hudson/Bergen Light Rail opened as the first Design, Build, Operate and Maintain (DBOM) light rail system in the nation and the first light rail line built in New Jersey since 1935. This north-south transit line has expanded to 15 miles. This presentation will describe the acquisitions that have been undertaken to create that system as a model for other locations in the metropolitan region. TOPIC: Westchester County’s Safe-Routes-to-School and Walkable Communities Programs SPEAKER: Naomi Klein, Westchester County Department of Transportation PRESENTATION: Since 2001, the Westchester County Department of Transportation (WCDOT) has worked with several communities and school districts throughout the county to develop Safe-Routes-to-School (SRTS) and Walkable Communities programs. WCDOT has undertaken various initiatives to promote these programs, including a countywide workshop on SRTS in 2004, and a “SRTS Local Initiatives Conference” in October, 2009. The latter event was designed to allow communities with SRTS programs to share their accomplishments and encourage dialogue on how to achieve positive results. Together with NYMTC, WCDOT has also hosted several SRTS and Walkable community workshops in individual communities and schools. The presentation will focus on the approach WCDOT has taken to working with communities and school districts, highlight many of the challenges and opportunities in implementing effective programs, and describe accomplishments among various municipalities and school districts to enhance the pedestrian and bicycling environment.

TOPIC: If You Build It, They Will Come?? A Dynamic Analysis of the Factors Affecting the Transit Ridership in the New York City Region SPEAKER: Don Varley, City College of New York PRESENTATION: Motivated by the recent rapid escalation of gasoline prices and the accompanied increases in transit ridership, population and employment, and transit service levels, this presentation will cover the results of a study which sought to untangle the effects of these factors on transit ridership, using a time-series dataset of commuter rail ridership from New Jersey Transit. The study tried to answer two questions: (1) what is the causal relationship between transit supply and transit demand? And (2) what are the short-term and long-term impacts of gasoline price on transit ridership, while accounting for other factors? Our results support the “demand follows supply” hypothesis, indicating that changes to transit supplied (measured in vehicle revenue miles) will affect the demand for transit. This presentation will explore the results in detail, discussing the effects of gasoline prices on transit ridership.

NYMTC's December 16 Brown Bag presentation
The Westchester County Department of Planning has produced an analysis of the Bus Rapid Transit (BRT) service proposed as an element of the major regional transportation investment in the I-287/Tappan Zee Bridge corridor. The analysis focuses on possible BRT station and route alternatives. These alternatives, enhanced with 3-D visualizations of potential transit-oriented development (TOD), are being used to enhance the work underway by the Project Team guiding the Tappan Zee Bridge/I-287 Environmental Assessment and to provide a foundation for engaging local officials in the planning process. By creating possible visions of future transit and development, the county hopes to highlight the land use opportunities presented by a new east-west bus rapid transit system. This presentation will provide background on the process and tools the Department has utilized in analyzing and visually conveying the BRT corridor, future routes and station locations and potential TOD along the corridor.

Cross Sound Ferry Emission Reduction Project
One ferry operator's efforts to address vessel emissions will be the topic of the next NYMTC Brown Bag presentation. Cross Sound Ferry Services, Inc., which provides year-round service between New London, CT and Orient Point, NY., has recognized that repowering their vessels with state-of-the-art engines will result in significant emission reductions as well as improved fuel economy. Helena Williams, President of the MTA Long Island Rail Road (LIRR) spoke at NYMTC’s Program, Finance and Administration Committee (PFAC) meeting on January 15. Ms. Williams talked about the history of the LIRR and its current operations. She discussed plans to modernize and expand operations, including the East Side Access project to Grand Central Terminal. BRT and Land Use in Westchester County
The Westchester County Department of Transportation is completing a feasibility study of the potential for Bus Rapid Transit in the Central Avenue Corridor in Westchester County. Central Avenue extends approximately 14 miles from White Plains to the Bedford Park Boulevard subway station in the Bronx, and is characterized by a variety of types of development including strip malls, high rise residential buildings, and smaller scale residential and commercial structures. Experience has shown that public transit can be a catalyst for development around transit stations, creating more walkable communities and having the potential to reduce dependence on automobile travel. Though most experience with transit oriented development has focused on rail systems, more recent examples of the impacts of BRT on land use exist. Naomi Klein, the Project Manager for the Central Avenue BRT study, will provide an overview of the Central Avenue project and discuss the study's approach to guiding land use changes that could be implemented to support BRT.

Sadik-Khan on Sustainable Streets
New York City Transportation Commissioner Janette Sadik-Khan's spoke about New York City Department of Transportation’s new strategic plan- Sustainable Streets - at NYMTC’s June 19 Program, Finance and Administration Committee (PFAC) meeting. The plan provides a transportation agenda and policies that are worthy of a twenty-first century world class city.

The key goals of Sustainable Streets include: cut city traffic fatalities by 50% from 2007 levels; establish bus rapid transit lines to improve bus speeds citywide; double bicycle commuting by 2015; initiate citywide parking policies to help reduce cruising for parking and congestion; adopt complete street design templates for reconstruction projects; improve street surfaces through better management of street cuts and underground infrastructure work; and increase energy efficiency in DOT street lighting and office operations.

Railex specializes in the movement of produce using unit trains running express from one coast to the other, with the goal of getting food to you as quickly and efficiently as possible.

A New Transportation Analysis Tool
Charles Komanoff, the lead creator of the Balanced Transportation Analyzer, or BTA, will present an illuminating tour through this newly developed computer model that estimates the traffic impacts and calculates the benefits and costs of transportation policy alternatives.
The BTA is a computer spreadsheet with 30 “compartments” (tabs, or worksheets) which collectively encompass virtually every facet of passenger transport in New York City, including transit, auto, taxi and bike. The model incorporates the effects of price changes and time savings on individuals’ travel choices and aggregate travel demand, takes account of the interactivity between traffic volumes and speeds, and factors in the need and cost to upgrade the region’s commuter rail, subway and bus systems.

Electricity, Biofuels or Hydrogen for Vehicles: What Should States Do?”
Concerns over the price, availability, security, and environmental impacts of petroleum are spurring interest in alternative fuels for vehicles. The leading contenders are electricity, probably achieved via the intermediary of plug-in hybrid electric vehicles; biofuels, achieved with ethanol blends or, better yet, with biodiesel; and hydrogen, achieved with advances in fuel-cell technology and a new fueling infrastructure. Proactive governments want to encourage the transition away from fossil fuels without arbitrarily picking winners among the alternatives or wasting resources on infrastructure elements that never get used.

Evaluation of Pilot Sustainable Development Programs
Through four pilot sustainable development studies in its region, NYMTC has participated in a nation-wide exploration of integrated land use and transportation planning. Each study was designed to introduce the concept of sustainability to regional transportation planning. This concept had its roots in a major federal policy shift that was designed to encourage the integration of land use planning into the design, improvement and modification of regional transportation networks.

The pilot studies broke new ground in more ways than one. Along with the focus on sustainability, they were consensus-driven; offering citizens as well as local and regional levels of government, an extraordinary opportunity to reshape the way land use and transportation decisions were being made.

Air Travel in the Twenty-First Century
NYMTC's Brown Bag presentation on July 18th at noon will feature Robert Checchio, a graduate student in the Ph.D. program at the Edward J. Bloustein School of Planning and Public Policy at Rutgers University, speaking about Air Travel in the 21st Century. Air travel in the United States is increasingly characterized by long drives to airports, long waits in airport lines, flight delays and canceled flights. Personal travelers may have little choice but to accept the tribulations associated with air travel, but businesses that depend on air travel may at some point decide that alternatives to commercial travel need to be found. As business firms seek these alternatives, advancements in aviation technology may make areas served by smaller regional and community airports more attractive to them. This in turn may affect regional economies through relocations. Mr. Checchio's presentation will explore the technological changes being implemented in the air travel arena and the key players behind those changes, as well as the possible impacts of business relocations.

Access to the Region’s Core (ARC) -
Trans-Hudson Express Tunnel

Tom Schulze, Project Director for ARC, from NJ Transit will update PFAC members on THE Tunnel, which gives New Jersey residents direct passenger rail access to Midtown Manhattan. He will detail changes and enhancements to address comments received for the draft environmental impact statement (DEIS). Schulze will also explain the next steps involved in proceeding with the final environmental impact statement (FEIS).

Pedestrian Simulation Modeling
World Trade Center Memorial

NYMTC’s Brown Bag presentation on June 20 will feature Suany Chough of the World Trade Center (WTC) Memorial Foundation. Suany Chough, project manager and Michael Monteleone of the project team will present a pedestrian simulation model that was developed focusing on pedestrian access to and within the WTC Memorial Site. This model has been informing planners and designers how to best utilize the available open space and to create a pedestrian-friendly layout.

Freight Forecast
The Brown Bag Presentation on March 21 features Howard Mann, NYMTC freight planning manager. Mr. Mann discusses freight villages and their possible application in the NYMTC region. The NYMTC Regional Freight Plan calls for alternatives to how freight business is conducted now. Freight villages, prevalent in Europe, are spatial concentrations of freight handling and freight transportation along with worker support activities.

A New Angle on Safety for Emergency Services
Managing emergency transportation systems in the context of overall system safety was the topic of a Brown Bag presentation at NYMTC on January 17. Dr. Nadine Levick, Executive Director of Objective Safety LLC, provided an overview of emergency services and the aspects of their safe operation, including training, vehicle design and use of technology. There are over 15,000 emergency transportation systems in the nation and $8 billion are spent annually on these services. However, these services are often regarded as falling within the public health realm, even though these services are ubiquitous

Linking Land Use and Transportation - NJ's Experience
Assitant Commissioner Mark Stout of the New Jersey DOT described NJDOT's approach to linking land use and transportation at the January 18th meeting of the Program, Finance and Administration Committee. Commissioner Stout said that NJDOTbrings local communities to the table in planning transportation improvements and the future development they will support, through interactive planning and a proactive Toolkit of deign guidelines for local communities. Commissioner Stout described several examples of integrated land use and transportation planning .

Parking Management Workshops
During the week of July 10-14, 2006, NYMTC held five pilot parking management workshops in the region - Town of Greenburgh, the Bronx, Town of Southampton, Manhattan, and Town of Clarkstown. Attendees were exposed to various concepts and issues in parking management including demand-based strategies, cost of parking, employee-parking issues, neighborhood spillover issues, enforcement, pricing etc. The overall consensus was that parking management needs to be given more attention at the local and regional levels.

Small Change = Big Changes: Parking Pricing
Donald Shoup, UCLA professor of urban planning and author of "The High Cost of Free Parking." discusses an innovative approach to paid parking and urban renewal. By charging market prices for curbside parking and dedicating that revenue to area public improvements, Professor Shoup argues that depressed retail zones can be transformed into upscale retail destinations. Professor Shoup will contrast the divergent experiences of Old Pasadena and Westwood Village in Los Angeles to illustrate this counter-intuitive approach.

DelliBovi Highlights Housing Transportation Linkages Federal Home Loan Bank of New York President Alfred DelliBovi provided a fascinating overview of the linkages between transportation and affordable housing at a meeting of NYMTC’s Program, Finance and Administration Committee on October 20th. Mr. DelliBovi, who previously served as Administrator of the then Urban Mass Transportation Administration and Undersecretary for the U.S. Department of Housing and Urban Development, mentioned that even though land use and housing issues had undermined the Tri-State Regional Planning Commission, NYMTC’s predecessor, a different set of opportunities presents itself in this area in 2005. Citing statistics on housing-transportation cost burden for people at different income levels, DelliBovi indicated that affordable workforce housing is part of a different policy dialogue at present, and that transportation planners can help to identify possible sites for this type of development. This would involve identifying available parcels and optimizing the accessibility of those parcels.

DelliBovi stressed that those involved in the development of housing and transportation planners are working on the same equation and can assist one another by bringing assets together in a strategic way. He also indicated that in many cases, political leadership is often involved in and concerned about affordable housing issues, which only heightens the opportunity presented. DelliBovi also suggested that transportation assets themselves, facilities and land, might also be considered in this joint venture.

The Federal Home Loan Bank of New York is a private institution which seeks to encourage the affordable housing through grants and loans.

Empty Marine Container Management
in a Port Megacity Region

With the global container population approaching 16 million TEU (20-foot container equivalent units) and the annual production of new boxes exceeding two million TEUs, an estimated 2.5m TEU of empty boxes are currently sitting in yards and depots around the world waiting for use. Stockpiling of containers at the port terminals or at nearby areas is a potential environmental hazard and consumes valuable land for businesses. The talk will address the very dynamic and multidimensional problem of empty marine container management in a port megacity region, with special reference to the NY-NJ region.
