The first track of this study, CATS I, which started in April 2002 and has identified more immediate, localized improvements, is now completed. In the Track I effort, an Early Implementation Task Force was formed to develop coordinated solutions for short-term issues and needs in response to an initial outreach effort to the communities in and around the study area. On October 16, 2002, NYMTC convened an Early Implementation Task Force Meeting to summarize the data collected and public commentary compiled since and from the earlier community visioning sessions held during the summer of 2002. The issues were then addressed by three Task Force Subcommittees:

  • Traffic Operations & Circulation (Subcommittee A)
  • Access (Subcommittee B)
  • People Issues (Subcommittee C)
