The Canal Area Transportation Study (CATS) Track II led to recommendations for medium and long term transportation investments for the Canal Street Corridor through the collaborative effort of the New York Metropolitan Transportation Council (NYMTC), an Interagency Steering Committee, a Community Stakeholders Committee and a robust public outreach program. This multi-modal and multi-agency study focused on the Canal Street corridor within a study area approximately bounded by Houston Street to the north and Chambers Street to the south. Canal Street itself is a major east-west artery in Lower Manhattan that serves vehicular (autos, trucks, buses, emergency vehicles, etc.) as well as non-motorized transportation modes (pedestrians and bicyclists). Track II addressed the continued viability of the Canal Street Corridor as both a critical regional transportation link and as the community’s “Main Street,” considering the local transportation and mobility issues in the study area. Transportation and mobility issues previously identified by local elected officials, community boards and other community interests in and around the study area include traffic congestion, truck traffic, air pollution, pedestrian mobility, inadequate parking, a high number of motor vehicle and pedestrian conflicts, as well as the impacts of the transportation system upon local economic development and quality of life.
