UNIFIED PLANNING WORK PROGRAM

To be eligible for Federal funding for transportation improvements, metropolitan regions must undertake the regional transportation planning process specified in Federal regulations 23 CFR Part 450.314, including development of Unified Planning Work Programs (UPWPs or work programs). The work program for the NYMTC planning area is developed in consultation with the state and operators of publicly-owned transit services in the region.
NYMTC’s approach to developing its work program is built on the mission and vision which define and guide NYMTC’s transportation planning process, as well as the planning emphasis areas specified by Federal regulations. NYMTC’s Regional Transportation Plan, developed every four years, is a foundation for the work program. From the Plan, NYMTC compiles a multi-year planning prospectus.
NYMTC’s work program work program is developed annually. It defines the planning priorities in the planning area and describes all transportation-related planning activities anticipated within a given program year. The work program also indicates which of these planning activities will receive federal funding. Its successful completion each year enables federal funding assistance to undertake planning activities by NYMTC’s staff and its members.

Transportation Outlook 2009-2013 is the planning prospectus which is intended to guide the annual preparation of NYMTC’s Unified Planning Work Program. This prospectus presents information from NYMTC’s federally-mandated planning products. It is intended to help achieve greater integration of the transportation planning activities in NYMTC’s region and to foster increased collaboration between agencies, governments, and public interests.
